Note: I'm posting this for review purposes before the meeting on friday. I'm not satisified with everything yet and some ideas have changed a little bit. After the friday night discussion when we get a chance to talk about it I'll update the post with changes.
Second Note: I wrote most of this before the April 16th notes were updated. There are a number of conflicts between this idea and the notes so we'll have to discuss that.
Behind the Scenes with the 3rd General
Shortly after arriving in the world No Data gets kidnapped by soldiers from HI. She is taken to the 3rd Generals research facility. The testing on Zev has been going slow as she is unwilling and unable to properly control all her power. The 3rd general is starting to get frustrated at the rate of progress with Zev when No Data arrives. No Data is the most advanced robot they have ever seen, so the 3rd General happily starts research on No Data to help alleviate the frustration he's having with Zev.
After months of research he finally makes a breakthrough and finds a way to incorporate esper energy into technology. Before this it was all but impossible to get esper energy into non-organic creations. With this discovery he realizes that project Zev is now a failure, and he knows how HI handles failures. To eliminate all traces of this failure he decides that blowing up the facility is the most efficient way. To help cover his tracks he makes it look like Zev looses control then he plants explosives throughout the facility and detonates them.
(The explosions cause Zev to wake up and this is when she and No Data manage to escape the facility)
After the destruction of his lab, the 3rd general reports to Baal saying that it was Zev caused the destruction of the facility. He also says he plans on doing new research into making robots infused with esper energy, but Baal refuses (as he's obviously only interested in how to increase his own power, not have an army of robots).
3rd General: "While a half-esper potential has unlimited power, they don't just grow on trees. But while robots would have limited power, we can make unlimited robots."
Baal: "That will not be necessary. You will continue your research with half-espers. This time I have a willing subject for you, you should get much better results with her.
Reluctantly he continues his half-esper research with the new subject. It goes surprising much better then Project Zev. In a fairly short order he manages to infuse a few elements into this new subject. With the success of this project, the subject becomes very powerful and Baal decides to make her his 2nd General.

The first time NON meets the 3rd general he is quite surprised to see that Zev is alive. He assumed that she was destroyed in the explosions of the lab. To enforce his cover up he blames Zev for destroying his lab. One of the soldiers (who already doesn't like the 3rd general very much) finds Zev being alive and the general's reaction to her being alive to be fishy and secretly reports this information to the 2nd general.
Utilizing some of the most talented forensic scientists at their disposal they are eventually able to piece together what really happened at the lab. At this point the 2nd general is ordered to bring in the 3rd general for "questioning." The 3rd general has a few (surprisingly) loyal soldiers that tip him off ahead of time giving him time to go into hiding.
It is during the 2nd generals search for the 3rd general that she runs into NON for the first time. (see Zev and 2nd general post for interaction ideas)
Since the 3rd general no longer works for HI he is now able to pursue the research he had wanted to. By the time NON comes across the 3rd general again, he will have developed a small army of Esper Mechs.
